Got this myself on my phone, as well as it just declined to upgrade. Below's what worked for me.

Edit: this appears to be an issue that Facebook are aware of. It's an issue with the Facebook app, and also not a generalised Play Store problem.

This is what helped me at least.

  1. Settings > Apps > All > Google Play Store, Clear data and also Clear cache

  2. Settings > Apps > All > Google Play Provider > Manage room, Clear all data and also Clear cache


It does not hurt if you reboot your phone before you attempt updating facebook again. And also, the install was SLOW. Just a minimum of 4-5 mins. However, it did work. Otherwise attempt to uninstall it, or just wait on a repair.
