Step 1: Touch the three horizontal lines in the bottom-right corner of the screen.

Step 2: Scroll down and tap "Settings.".

Step 3: Faucet "Account Setup.".

Step 4: Tap "Video Clips as well as Photos.".

Step 5: Tap the toggles alongside "Publish HD" to have the Facebook application upload videos and pictures in HD going forward (the toggles will turn green). Note: You can turn on just one toggle, or both, depending upon your choice. You can also turn these toggles off at a later time if you intend to conserve data.
